People in Bellingham hear that homeowners can "do their own asbestos," then treat that as a free pass for any property. That is not how Northwest Clean Air Agency (NWCAA) or Washington L&I write the rules.
The narrow DIY path is for an owner-occupied single-family home. Rentals, duplexes, ADUs you do not live in, commercial spaces, and any job where you hire help sit on the other side of the line. What NWCAA actually allows
NWCAA covers Island, San Juan, Skagit, and Whatcom counties. Their asbestos and demolition guidance is blunt:
- Owners of commercial buildings, apartments, multifamily homes, and rental units must use Washington state-certified asbestos abatement contractors for asbestos removal.
- Homeowners working on a single-family home they own and occupy are exempt from asbestos worker certification, but all other rules still apply (survey, notification thresholds, wet methods, legal disposal).
So "I own the building" is not the same as "I can demo popcorn myself this Saturday." If tenants live there, if it is a duplex, or if you are the landlord, certified contractors are required for the removal work.
When hired help kills the DIY exemption
Even on a house you own and live in, the DIY story changes the moment you bring in help. A handyman, a flooring crew, a "cash" demo day, or a GC who is not asbestos-certified is not a workaround. Once workers who are not certified asbestos people will disturb ACM, you are in contractor territory.
That is also when L&I's good-faith inspection rules bite hardest. Before renovation or demolition that might disturb suspect materials, Washington expects a good-faith asbestos inspection (typically by an AHERA building inspector) so everyone on site knows what is ACM. Skipping that survey can trigger daily fines. The inspection is cheaper than a fiber release and a stop-work order.
Properties that almost never qualify for DIY
Treat these as hire a certified contractor jobs in Whatcom and Island County:
- Long-term or short-term rentals
- Duplexes, triplexes, and multifamily
- ADUs and mother-in-law units you do not personally occupy as your primary home
- Commercial spaces, offices, and shops
- Any job where hired labor will cut, scrape, or bag suspect materials
If you are remodeling a rental in Ferndale, flipping a duplex in Lynden, or clearing an Oak Harbor investment property before listing, plan on licensed abatement from the start.
What still applies even when DIY is allowed
Owner-occupied single-family DIY does not erase:
- Knowing what you have. You still need to determine whether asbestos is present before remodel or demolition. Most projects need an accredited survey. Guessing by color or age is not a method.

- Safe work practices. Wet methods, containment, and labeled bags matter whether you are certified or not. A dusty scrape of popcorn in an occupied house is how fibers leave the room.

What landlords and investors should do first
- Scope the remodel in writing (which floors, ceilings, pipes, and walls get opened).
- Order asbestos testing / a good-faith survey for those materials.
- If ACM is confirmed above thresholds, book a certified removal crew and file NWCAA paperwork before demo day.
- Keep the survey and clearance docs with the property file. Tenants, contractors, and future buyers all ask for them eventually.
If someone quotes a rental tear-out with no survey and no certified asbestos workers, ask what rule they think they are under. For apartments and rentals, NWCAA's answer is already written.
